Fail to install (Failure trying to run: chroot /tmp/debian dpkg...)

the installation of debian always fails on my dockstar. the script tops with this error. can anyone help?

W: Failure trying to run: chroot /tmp/debian dpkg --force-depends --install /var/cache/apt/archives/base-files_5.9_armel.deb /var/cache/apt/archives/base-passwd_3.5.22_armel.deb
debootstrap failed.

use another usb stick an/or mount / as rw

remove noexec from partition with /var
