That is the stock DTB for the RS816.
So the DS216 and RS816 must be based on the same reference board.
It would be great if you can post your serial boot log here. U-boot log should show which CPU/board the DS216 has. And we can compare to the RS816.
And you can also try my RS816 DTB to see if you can boot successfully. If that is all good, then now you have a source code for the DS216 DTS.
