I want to give my pogo a purpose. I have clean shv rootfs running. Is it possible to setup openvpn access server on debian pogoplug?

think not possible for arm

only x86 and x64, see: http://www.unixmen.com/install-openvpn-asaccess-server-on-ubuntu-debian/

so going to go for the manual approach.

You should check your facts, my friend. ;-)
The package is readily available for all current debian versions on ARM (armel in this case).

don't know what you mean.
I did install the normal openvpn package and configured it with manual editting the .conf config files.

got it all running now. had to manually create certificates and client profile files.

with the access server this stuff is much easier and more automated. now it's more manual, but it works.

Good to hear that you got it working.
But you know that you made your life harder than necessary?
You should really read up a bit on apt, the sources.list and the available repositories. This could definitely help you next time.
